Environmental Scan

College campuses have student/faculty compositions and environments that make each campus unique. Therefore, in order to effectively address health issues, such as impaired driving, the unique ways that alcohol or other drugs are a part of a given campus setting must be identified. The Campus Impaired Driving Environmental Scan can help in impaired driving prevention efforts by:

  • Identifying key issues such as the campus community's knowledge, behaviors, attitudes, perceptions and beliefs about impaired driving

  • Identifying environmental markers related to the support and use of alcohol and other drugs

  • Identifying high priority areas related to impaired driving prevention/intervention programming

  • Identifying the quality of current impaired driving prevention/intervention activities

The programming information gathered through the environmental scan can also help in conducting a focused and meaningful evaluation, which is an essential part of any health enhancement intervention. Specifically, the questions used to plan campus impaired driving interventions can also be used to measure changes over time.

How to Use the Scan

Members of your Campus/Community Impaired Driving Coalition or Peer Education group can complete this scan. The six sections of this instrument (Policy, Enforcement, Environment, Education, Evaluation, and Funding) give you a snapshot of the current status of impaired driving prevention on your campus. Members of your group may wish to take charge of different sections of the scan and research the answers for that section. The research for each section usually consists of reading existing policies or calling department directors to find the answers. For some questions, a discussion among your group members will yield the best answer.

The Campus Impaired Driving Environmental Scan can assist the coalition in identifying and defining their goals. By completing the scan, a broad look of the campus will emerge and the group can identify areas that need attention and set goals for the year. The sections of the scan, and their subcategories, can serve as possible subcommittees for the coalition once it identifies areas where the scores are low.

Campus Impaired Driving Environmental Scan Overview

The impaired driving scan is separated into six sections. These sections measure a variety of factors related to impaired driving prevention on a college campus by using yes/no questions. At the end of each section, an open-ended question is given so that respondents can make comments that were not adequately addressed through the yes/no questions.

Section 1: reviews campus alcohol/other drug and impaired driving policies such as alcohol service and alcohol related advertising and sponsorships.

Section 2: the involvement of enforcement agencies, both on and off campus, is reviewed to assess the efforts to prevent impaired driving and underage drinking.

Section 3: asks questions about the degree of involvement in impaired driving by campus and community services and organizations.

Section 4: considers the general campus environment and areas close to campus in relation to impaired driving.

Section 5: asks questions what methods are being used to evaluate the impaired driving prevention efforts.

Section 6: examines the sources of funding for impaired driving prevention and the adequacy of that funding.
